Seven years after Reporters Without Borders (RSF) filed its initial submission, the United Nations Working Group on Arbitrary Detention (WGAD) has concluded that the Chinese regime is arbitrarily detaining Swedish publisher Gui Minhai. RSF welcomes this breakthrough decision and calls on Sweden, the European Union and the wider international community to increase pressure on Beijing to obtain his immediate release.
In its opinion adopted during WGAD’s 103 session in August and made public on 10 December 2025, the UN experts resoundingly endorsed the arguments set forth by RSF and Gui’s daughter Angela Gui, Gui Minhai’s detention meets the definition of “arbitrary deprivation of liberty” under three separate categories. WGAD also called on China to immediately release Gui Minhai, accord him an “enforceable right” to compensation and other reparations, and to ensure a thorough, independent investigation of the circumstances surrounding the arbitrary deprivation of his liberty is conducted.
Gui Minhai, Swedish publisher and a founder of Mighty Current — a publishing house known for its investigations into corruption by Beijing officials — was abducted while vacationing in Thailand ten years ago by Chinese intelligence agents. He was subsequently sentenced to ten years in prison in 2020. Over the past five years, there have been no updates on his whereabouts, as the regime continues to withhold any information about his current place of detention or health condition.
