في ظل التطورات الأخيرة في سوريا، وبناءً على التقارير التي تفيد بإطلاق العديد من السجناء، دعت منظمة مساعدة الرهائن حول العالم جميع الأطراف المعنية إلى اتخاذ خطوات فورية ومنهجية لضمان سلامة وحقوق المعتقلين في السجون السورية عبر تنظيم قوائم بأسماء الأشخاص الذين تم الإفراج عنهم، مع توثيق التفاصيل ذات الصلة كافة.
واذ أكدت المنظمة أن “الإفراج عن السجناء، وخصوصا حاملي الجنسيات المتعددة منهم أو المغيبين قسريا، يُعد خطوة مهمة نحو تحقيق العدالة”، قالت: “لكن لضمان حماية حقوق هؤلاء الأفراد التي ينص عليها القانون الدولي وعدم استغلال هذه الخطوة لأغراض سياسية أو عسكرية، فإننا نؤكد ضرورة اتخاذ الإجراءات التالية:
إعداد قوائم رسمية بأسماء جميع السجناء الذين تم الإفراج عنهم: يجب أن تتضمن هذه القوائم معلومات دقيقة عن كل فرد تم الافراج عنه، بما في ذلك الاسم الكامل، تاريخ الاعتقال، الجنسيات التي يحملها، التهم الموجهة إليه، وتاريخ الإفراج عنه.
التوثيق: ينبغي توثيق هذه القوائم بشكل رسمي و اتاحتها للمنظمات الحقوقية المستقلة لضمان الشفافية والمحاسبة.
الشفافية والمراجعة: من الضروري أن تقوم جميع الأطراف بتوفير الفرص لهيئات مستقلة لمراجعة هذه الإجراءات، وضمان عدم وجود أي انتهاكات خلال عملية الإفراج بما يضمن الالتزام بحقوق الانسان والقوانين الدولية ذات الصلة.
